The French company register records Pierre-Marie Padiou as président of ACINQ, the Paris company created on 25 August 2014 and registered as a société par actions simplifiée. In that legal form the président is the company's statutory officer.
ACINQ maintains Eclair, a Scala implementation of the Lightning Network released under the Apache 2.0 licence, and ships the Phoenix wallet and the phoenixd node. Padiou contributes to Eclair under the handle pm47, listed on GitHub with ACINQ and Paris.
The company's own record of its early work is largely specification work: a routing prototype tested with Bitfury in 2016, the release of Eclair 0.2-alpha1 in March 2017 as what ACINQ describes as the first BOLT-compliant implementation, and the announcement of Lightning protocol 1.0 RC in December 2017 alongside a cross-implementation test on mainnet.
